Well, you can give select members even greater powers, though still fairly restricted, by designating "helpers" - a recommended strategy when you identify really capable members. It spreads the work around and can cut down on the wait time for new applications, which is the second highest source of complaint from members (1st of course being the difficulty in editing HTML).
As for the "community ring" concept...it's been on the drawing board for at least 7-8 years (we have a BIG drawing board :)). The goal is give members just enough latitude to improve the experience for qualified applicants and existing members without relinquishing any susbstantial control (i.e. the ability to rename, recatgorize, delete sites, delete ring, etc.)
